1. While the whole coast may in practice be closed to all Chinese shipping you will recall that the United States Naval Attaché was informed that "normal" cargoes would not be removed from Chinese ships (Mr. Dodds' telegram No. 321). 2. The statement that there would be no interference even with munitions of war carried on the vessels of third Powers is also contained in the oral communication enclosed in your despatch No. 441, which presumably has a certain
validity.

I agree nevertheless that it is undesirable to raise the latter question and I am content for the present to await the result of your unofficial enquiry.
